Combustible dust flash fires and explosions occur hundreds of times in a year. Several major catastrophes led OSHA to issue its Combustible Dust National Emphasis Program (CDNEP) in 2007. The technical heart of the CDNEP is National Fire Protection Association (NFPA) standard 654; NFPA updated it with some significant changes and an effective date of June 18, 2012. Also, in a move for greater consistency between the various NFPA standards, NFPA has begun work on a new Standard on Fundamentals of Combustible Dust, NFPA 652 to which the other major standards will be expected to conform.

Meanwhile OSHA is enforcing the CDNEP and continues work begun in 2009 on a general combustible dust regulation. After reviewing the changes with NFPA 654 and the pending NFPA 652, this presentation will review the OSHA enforcement actions for the last five years so the viewers can learn where their emphasis lies. The current status of the regulatory process will also be reviewed.


Presenter: Gary Johnson
Before becoming a consultant for Workplace Exposure Solutions, Gary worked in health, safety, and environment at Procter & Gamble for 27 years. His focus areas were dust control and central vacuum cleaning system design and maintenance, process safety around flammable vapors and combustible dusts, and environmental emissions and discharges. As a consultant over the last 9+ years, he has helped clients in consumer products, pharmaceuticals, plastics, paint and coatings, foods, flavorings, wood processing, specialty chemical, and metal forming industries.
